This is a single sided Whetstone (Toishi) with 1000 grit, a good starting point for restoring an edge to a well used knife. This medium grit whetstone is used when restoring dulled edges or after a coarser whetstone has already been used to recontour a blade or fix a chip.
The Shapton sharpening stones are great for working on double bevel western style blades.
